Anti-Discrimination & Anti-Harassment Policy

International Student Residence, Sudbury
1. Policy Statement
International Student Residence, Sudbury is committed to providing housing that is free from discrimination and harassment in accordance with the Ontario Human Rights Code. All residents have the right to equal treatment in housing without discrimination or harassment.
2. Protected Grounds (Ontario Human Rights Code)
Discrimination or harassment based on any of the following grounds is prohibited:
  • Race
  • Ancestry
  • Place of origin
  • Color
  • Ethnic origin
  • Citizenship
  • Creed (religion)
  • Sex (including pregnancy and breastfeeding)
  • Sexual orientation
  • Gender identity
  • Gender expression
  • Age
  • Marital status
  • Family status
  • Disability (physical, mental, developmental, learning, visible or non-visible)
  • Receipt of public assistance (in housing only)
3. Equal Treatment in Housing
All residents are entitled to equal access to:
  • Rental opportunities and room assignments
  • Common areas and facilities
  • Residence services and programs
  • Rules, policies, and enforcement procedures
Housing decisions will not be made based on protected grounds.
4. Harassment Prohibited
Harassment is defined as engaging in a course of vexatious comment or conduct that is known or ought reasonably to be known to be unwelcome.
Examples include:
  • Slurs, derogatory language, or stereotypes
  • Offensive jokes or comments
  • Displaying discriminatory or hateful materials
  • Unwanted sexual comments or advances
  • Intimidation, threats, or hostile behavior
A single serious incident may also constitute harassment.
5. Sexual Harassment & Gender-Based Harassment
Sexual harassment includes unwelcome sexual advances, requests for sexual favors, or other verbal or physical conduct of a sexual nature that creates an intimidating, hostile, or offensive environment.
Gender-based harassment, including transphobic or homophobic conduct, is strictly prohibited.
6. Duty to Accommodate
International Student Residence, Sudbury has a legal duty to accommodate residents’ needs related to Code-protected grounds (such as disability, religion/creed, or family status) up to the point of undue hardship, as defined by the Ontario Human Rights Code.
Accommodation requests should be made by in writing to the Residence Manager and may require supporting documentation where appropriate.
7. Poisoned Environment
A “poisoned environment” may exist when discriminatory comments or actions create a hostile or unsafe living space, even if not directed at a specific individual. Such environments are prohibited and will be addressed promptly.
8. Reporting & Complaint Procedure
Residents who experience or witness discrimination or harassment should report the concern to the Residence Manager. Reports should include:
  • Date, time, and location
  • Names of individuals involved
  • Description of the incident
  • Any witnesses
Complaints will be handled promptly, impartially, and as confidentially as possible.
9. No Retaliation
Retaliation against a resident who makes a complaint, participates in an investigation, or requests accommodation is strictly prohibited and may result in disciplinary action.
10. Consequences & Enforcement
If a resident is found to have violated this policy, consequences may include:
  • Written warning
  • Behavioral agreement
  • Mediation
  • Termination of the tenancy
  • Referral to police, where appropriate
Residents also have the right to file an application directly with the Human Rights Tribunal of Ontario.
